For this reason, the sky and ocean are blue.  The phenomenon is known as
Blue Light Scattering.  Also known as Rayleigh Scattering, Lord Rayleigh
discovered this in 1871, and was able to provide the first correct explanation of
why the sky is blue.  

Since blue light has shorter wavelengths, it scatters in the air, and more
effectively penetrates water molecules.  This is why the sky and ocean are blue.
Also, the human eye is more sensitive to blue light.  The same holds true for
your sign.  Blue light will travel a farther distance and scatter causing the sign to
appear brighter.  Blue light also has the highest contrast to light backgrounds
making the sign brighter against the sunlit sky during daytime hours.

We have found through experimenting, that a blend of blue and green, both on
the short end of the light spectrum, has the brightest appearance for both day
and night.
